Tabling of Agreements
 
 

All international agreements have to be tabled. The process for the tabling of Section 231 (2) and Section 231 (3) agreements differ.
Tabling of Section 231 (3) agreements:

  • Section 231 (3) agreements are those agreements that do not require parliamentary approval. These agreements usually enter into force upon signature.
  • These agreements have to be tabled in Parliament within a reasonable time after signature. A reasonable time in this case is within one year.

    Tabling of Section 231 (2) agreements:

  • Section 231 (2) agreements are agreements requiring ratification or accession and in order to obtain the approval of parliament to ratify or accede to agreements, agreements have to be tabled in Parliament.

Line function departments are responsible for tabling of agreements and should contact their parliamentary officers to obtain the correct procedures with regard to tabling of papers.
